Quota Club International was an all-female service club founded by Wanda Frey Joiner and other Buffalo, New York businesswomen just following the First World War. Mabel H. Palmer, D.C. of the Palmer School was the president of the organization the year the convention was held in Davenport, Iowa. The Hotel Blackhawk was the "convention headquarters."
